Restart the bulk transfer to Wikimedia commons

Wikimedia Commons have around 1.4 million of our images, and their version of tagging has thousands of those requiring some attention. Some years ago correspondence with them suggested the first batch was sent to them on a hard disk, which was never followed up with an update. Since then we have invented tags, which could map much more closely to thier categories.

I don't know if our hamsters could push, or they need to pull, but it feels like a job half done.

Equally, perhaps new submittals should be pushed automagically, and perhaps our tag editor could include thiers for anyone so minded (I imagine it would be a parallel tag editor, another tab on the submit page, to make it easy for the tag-luddites to skip. No compusion!)
