External link redirect table

If you have a look at LinkExternal link you will see that the Essex wildlife people are forever moving thier pages about. It's all very well for me to suggest an update, but the original link seems to have been used in many descriptions.

This has been a continual refrain, and when e.g. Canmore or other big information providers restructure various people have written code to bulk update the descriptions.

Hows about a mechanism that recognises when a link is used in multiple descriptions, and amortises them so that a single change can be applied across multiple usages?

And how about a generalised verison of the link rewrite tool?

It occurs to me that both problems could be solved by using a separate external link redirect table, that starts off with 1:1 input and output entries, but which could then be manipulated as required. I suggest that such manipulation be open to either moderators or original posters, but not the hoi polloi
