Accessability enhancements - commentary

We have an obligation, as web site providers (and probably as an educational charity) to make provision for disabled users.

We are not a commercial entity, so the Equality Act 2010 may not apply rigorously, but it might well apply somewhat.

Twitter has added a feature that allows decriptions to be added to images for the benefit of the visually impaired, and that got me thinking. The usefulness of a photo archive to the visually impaired might be limited, but we have some very detailed descriptions, articles, and collections which might fascinate them as much as they fascinate me.

There are standards for accessible web sites, and for screen readers. Do we comply with those? Should we make the photo description (where provided) available through some sort of built-in reader? or as an API? Should we add the facility for a bespoke description, or to allow the submitter to record one in their own voice?

We could provide a default spoken description from the tags, or at least the Geographic Context, for those where the originator has not created a description.

I find it hard to submit via touch screen devices, when travelling, but could usefully record a commentary on my existing stock in those circmstances.
