Some Victorian Belfast buildings, with gated yards, have fixtures similar (but of a different shape) to this. I’ll guess that they were intended to protect the wall from damage by the wheels of horse-drawn carts. This one is on a former warehouse (now offices) in Hill Street (Henry Street on the Google map).
