TL2872 and this Welney Road show the effort made by the River Authority 1963 Act of Parliament (Drainage Boards 1947), or Rivers Division to ensure urban and farm areas are not flooded out with motorway, flood pond improved, new development blocking sea outlets, intensive farm work and mass recreation, biological demands for flood sections. The Civil Engineering and Hydrology work has a remit Ministry of Agriculture Fisheries and Food to protect, the plants and ecology usually develop afterward. This is a 1400s 1600s and continued history consequence, sediment, vegetal changes, farms abandoned, many ditches through Somerset and East Anglia are looked after by farmers and the Drainage Boards outside of County and RA expenditure so the tax payer gets no invoice. The Ouse system after 1953 resolved the worst but is still frightening when flooded and the gates are very deep set. Normally we live in river zones which have balanced out to the given conditions so a sequence of flows that outrate all the facility capacity are very rare, that is what RA works all night to try and ensure stays this way. Those of us paid salary in research and those in local authority provide ability to keep the rivers free of social damaging floods, but much of the effort comes free from University and Institute work over the 40 years, nobody could invoice the cost the country could not find the resources. Rivers are stuck with dealing with the public and are so empowered and paid accordingly, rather alike a GP surgery and have a long standing ongoing plan for works and water resource, as well as fishing licences etc.
