I don’t think that this device is part of the original construction. I take it to be an overflow or balance between the canal and the river. Further information welcome. The litter (to left) is a side effect of the recent snow and ice J3470 : Ice, River Lagan, Stranmillis, Belfast (3) and J3470 : Ice, Lagan towpath, Stranmillis, Belfast (2).
