They rotate the cap into the wind via a high gearing ratio.
The bit nearest if the striking rod which connects the back with the spider and sails out the front. It moves back and forth adjusting shutter angle. This is done via the miller or wind strength.
Ellis Mill - Lincoln

Ellis mill is a small towermill in the historic city of Lincoln. The tower was built in 1798 and worked until the 1940s when the machinery was scrapped for the war effort. The mill is named after the last miller, John Ellis.
1974 saw the already derelict mill almost destroyed with a fire. After threat of demolition, a fate seen by the 8 other mills in the area the Lincoln civic trust stepped in for restoration. Machinery was salvaged from other buildings throughout the county. Now the site is a tourist attraction run on a regular basis throughout the year.
