I'd seen several piles like this and had assumed they were chalk spoil - until I saw this one steaming. Closer inspection showed it was more like white animal dung. See SU4845 : Closeup of unknown substance. This is a new one on me. It has been suggested this may be "paper crumble" (see link above).
