Rule 124 of the Highway Code (NI version) includes “The presence of street lights generally means that there is a 30 mph (48 km/h) speed limit unless otherwise specified.” The Donaghadee – Millisle road at Ballyvester/Templepatrick is an example of a place where the limit (40mph) is higher.
