Canoists on the Forth and Clyde Canal
These were the only water craft I saw over a period of three days along 17 miles of the canal - the result of two important lift bridges being closed for safety reasons. In response to criticism over inadequate investment in Scotland's canals, the "Scottish Canals Chairman Andrew Thin countered that the canal was still open “to 99.9 per cent”, when counting all the users besides boaters, … "the vast majority of canal users, from runners and walkers to cyclists and kayakers, will be completely unaffected by these restrictions.” LinkExternal link (Archive LinkExternal link )
It's true that I saw quite a number of cyclists and dog walkers using the towpaths, but a canal without barges seems a bit pointless to me.
