Steps and arches on north side of River Tyne
The arching is apparently a remnant of the old Armstrong armaments works which once occupied the Elswick shore of the River Tyne. There's an access route from the steps (restricted by a locked gate) to a walkway through the arches at around two-thirds height; there seems to be seating within at least one of the individual bays.
The building to the right of the car park is a run of many small business units called Riverside Studios.
