This botanical deformity can have a variety of causes, see LinkExternal link
It produces a strap-like appearance of the stalk and cresting effect at the tip of the flowerstem. Rosebay willowherb (Epilobium augustifolium) seems to be one of the species most often affected but it can be seen in many others too.
I found a similar specimen at this location the previous year and was interested to find it recurring this year.
