I haven't seen this technique in use in the park before - though since so much Rhododendron ponticum has been removed in recent years, I may have missed work done elsewhere. The hedging material in this stretch is hazel.

I took the photo through the deer-fence that currently encloses Two Storm Wood. Could it be that the eventual aim is to remove the fence, once the hedge is thick enough to be deer-proof?
