I have only ever played one round of golf; it was a 9-hole golf course and I was about 11. Therefore my knowledge of hands-on golf is minimal!
I do, though, cross this part of this golf course fairly regularly, so was curious about why there were two separate teeing-off points. Therefore the following information has been gleaned from actual golfers. The teeing-off points are the flat bits of ground from where golfers hit their initial shot to the hole hundreds of yards away. There are actually three here in reality, although only the two on the left are official, and have official signs in the ground saying what hole it is and the yardage (distance to the hole). The normal one is in the middle, the unofficial easy one is on the right, and the hardest one - commonly referred to as the 'competition' or 'medal' tee - is on the left.
It just appears to be a way of keeping things interesting for regular players of a golf course in my opinion, whether they are playing with a handicap or not. And it seems to have far more to do with the extra skill required to get to the hole from a more difficult angle, than the opportunity of stealing a few yards between the initial shot and the hole if starting from the easier position. Although undoubtedly on the really big courses it does sometimes concern yardage, because amateur golfers might not be able to clear the water features that a professional can.
